First register at an RSS reader web site such as Google Reader or Bloglines. There are many other feed readers also available - see these lists of feed readers: web-based, Windows, Mac or Linux.

Then subscribe to the Library blog by right clicking on the Atom (RSS) Feed and selecting 'Copy Shortcut'. Now go to your RSS reader and paste the feed into your reader. For example, if you use Google Reader, you select 'Add subscription' and then paste the URL by right clicking with your mouse and selecting 'Paste'. Then select 'Add'.
